3. Tasks and duties of the short-term expert
Before drafting different tariff proposals the expert had to collect and analyse all capital costs and
running costs (personal and O+M costs). Then, he had to calculate depreciation and interest costs,
which form major parts of cost recovery. Collection and analysis of data concerning water
consumption, connected and not-connected population, property and build-up area, number of
septic tanks, number of potential new connectees, etc. were necessary to calculate fees and charges.
Besides the actual tariff calculation, the expert had to develop a formated procedure for annual
revision of fees and charges for the adjustment to the development of costs. And finally he had to
draft sewerage by-laws as far as the sewerage tariff is concerned. The total tariff study will be made
available as soon as the input from our workshop has been included in the report and the final draft
accepted by the Municipality.
