The evaluation is based on the criteria for evaluation (prequalification documents,
section 3.5).
In annex 3 you find the result of the evaluation of the technical conditions. The
maximum of each criterium was divided in 6 grades (a. g. 20 % were divided in 0, 4, 8,
12, 16, 20 %). The evaluation was executed corresponding to the informations of the
documents. The result of this evaluation is attached in annex 2.
The evaluation was discussed in Al Bireh between the Municipality, CEC and Dr. my
Dahlem on 25th of September 1996. After further discussions the consultant proposed
to qualify all applicants with 43 points (and more) and agreed to the intension of the
MAB that these applicants were preliminary prequélified. This limitation gives on the
one hand a sufficient number of applicants (= sufficient competition) and on the other
hand the cut between Nr. 8 (43 points) and Nr. 9 (39 points) is relatively significant.
Then the first 8 applicants were contacted by the MAB and asked for more information.
Since all informations are satisfactory the MAB intends in accordance with the
consultant to qualify the following applicants with their local partners:

The other 15 applicants were advised about their non-prequalification. We propose to
advise the 4. m. 8 applicants about their prequalification (s. annex 4),
The chosen firms are known by the Consultents. The financial capacities of the
companies and the quality management were produced with sufficient documents and
were undoubtful.
