Dear Sirs,
With the Financing Agreement daled , 1996, entered into between the
Municipality of Al Bireh ("Recipient") and Kreditanstalt far Wiederaufbau ("IXfW"), the parties to
sald Agreement alm at protecting the local and regional water resources and at reducing the
health risks for the inhabitants of the project region by
- the erection of a wastewater treatment plant for Al Bireh,
: the laying of a pipeline for the conveyance of the treated wastewater from the °
treatment plant to a seasonal reservoir to be constructed in the neighbouring Wadi =
Abu El Feed,
- consulting services.
The construction of a sewage collection system in the area "Lower South’, initially envisaged
as a further component of the Project, cannot be financed in the framework of German-
Palestinian Financial Cooperation of the year 1996 due to the restricted availability of funds.
According to the Govemment Negotiations on Palestinian-German Development Co-operation
of 1996, the financing of sewage network for Al Bireh "Lower South" will be the subject of ®)
future negotiations.
In accordance with the Financing Agreement the following shall be determined by separate
agreement:
Pursuant to Article 1.2:
the details of the Project as well as the goods and services to be financed from
the financial contribution;
Pursuant to Article 2.1: >
the disbursement procedure, in particular the evidence proving that the disbursed
financial contribution amounts are used for the stipulated purpose;
Pursuant to Article 6.2:
the details pertaining to Article 6.1 (Project Implementation),
