financial implementation of the Project shall be prepared as SGN ae coe En te
Recipient in cooperation with the consultants and submitted to KfW. Such aoredine is
to show, by deadlines and amounts, the intended chronological interrelation of the
individual project measures and the resulting financial requirements. If any deviation
from such schedule becomes necessary during execution of the Project KIW shall be
fumished with a revised schedule.
The duties of the consultants comprise the verification of the planned treatment
process, the tender design of the Project, the examiniation of gaz utilization and the
dewatering of sludge in drying beds as sub-variants of the treatment process, the
preparation of the tender documents, advisory services to the Recipient for the award
of contracts for goods and services, (evaluation of bids, proposals for the award of
contracts, drafting of contracts), supervision of construction and commissioning.
According to Article 6.1 of the Financial Agreement, the Municipalitiy of Al Bireh
contracted directly the German-Jordanian consortium of Dr. Dahlem Consulting
Engineers, Essen, (leading partner) and CEC-Sajdi and Partners, Amman, for the
rendering of the above-mentioned services. The Consulting Contract, dated May 3,
1995, comprises the Planning Phase (Phase 1) and ~ as opticnal extension of the
contract - the Supervision Phase (Phase 2). Phase 2 of the consulting contract enters
into force after KfW has notified the Employer that all conditions precedent for
disbursement have been fulfilled.
a) According to Article 6.1 c) of the Financial Agreement, the Recipient shall award a
lumpsum turn-key contract for the construction of the wastewater treatment plant to
be financed from the financial contribution upon prior international competitive
bidding with prequalification to a consorium composed of an_ intemational
contractor (leading party) who has sufficient experience in electro-mechanical
works and the erection of functional turn-key wastewater plants and a Iccal
contractor to perform the civil works.
The contract for the wastewater treatment plant shall include the necessary
operation training for the operators of the Municipality in the first six months after
start of operation.
The tender documents shall be submitted to KfW for comment in due course prior
to publication of the invilation to tender.
Said invitations to tender for the wastewater treatment plant and the pumping
station shall be published at least simultaneously with the other publications in the
"Nachrichten fir Aussenhandel” (NFA) of the
Bundesstelle ‘fur AuRenhandelsinformation (BfAI)
