Aussenhandelsinformationen shail be furnished, free of charge, with a copy of the
tender documents through the consultant. Publication in the NfA is free of charge.
b) The contracts for the goods and services quoted in article 6.1 d) of the Financing
Agreement shall be tendered publicly within the Palestinian Territories in
cooperation with the consultant making use of locally available inputs and labour
Intensive methods as much as feasible. The tender documents shall be submitted
to KfW for comment in due course prior to publication of the invitation to tender if
the value of an individual delivery or service put up for tander ts estimated by the
consultants to exceed NIS 400,000.--,
c) The bidding period shall be fixed in a way that allows the bidders sufficient time to
prepare their bids.
qd) The effluent pressure pipes for the conveyance of the treated wastewater to the
seasonal reservoir to be constructed in Wadi Abu e] Feed will he supplied by the
Civil Administration. The final design for the laying of the effluent pressure pipes
has allready been prepared by the Civil Administration, but shall be verified and - if
Necessary - completed or revised by the Consultant.
The financing of the sewage collection system in the area "Lower South" (pumping
station, pressure main, main sewers, secondary network) had been envisaged initially
as a further component of the Project but was eventually excluded and will be the
subject of future negotiations as mentioned above. For this part of the Project it had
formerly been envisaged that the Municipality would contribute local funds in counter
value of DM 1.0 Million for the construction of the secondary network.
The Municipality confirms its intention to extend the sewage network according to
demand in order to achieve a connection ratio of at least 85 % two years after start of
operation of the treatment plant. In the case that any decision on the financing of the
construction of the sewage collection system in the area "Lower South” within the
framework of Palestinian-German Financial Co-operation has not been taken before
the tender design of the sewage system is finalized, the Municipality intends to
prefinance the construction of a pumping station and the main sewers at its own risk.
If in the course of future negotiations the construction of the complete collection system
in the area "Lower South" is considered for funding within the framework of German-
Palestinian Financial Cooperation, the Municipality's expenditures could possibly be
teimbursed on the condition that the principles mentioned in item 2.3 have been
observed when concluding contracts for goods and services. Additionally, the following
requirements have to be met:
+ The contract for the equipment of the pumping station in the area "Lower South"
shall be awarded upon prior international competitive bidding to a qualified,
appropriate supplier. The tender documents shall be submitted to KfW for
comment in due course prior to publication of the invitation to tender.
- The contracts for the goods and services for the construction of main sewers and
the secondary network shall be tendered publicly within the Palestinian Territories
in cooperation with the consultant, making use of locally available inputs and
labour intensive methods as much as feasible. The tender documents shall be
submitted to KfW for comrnent in due course prior to publication of the invitation to
tender, if the value of an individual delivery or service put up for tender is estimated
by the consultants to exceed NIS 400,000.--.
In the case that the construction of the sewage collection system in the area "Lower
South” is financed within the framework of Palestinian-German Co-operation and the
expenditures for the pumping station and the main sewers, if any, are reimbursed, the
