After the topographical survey for site A was finished, site A was too small for the Treatment Plant,
so the Consultant had to prepare a decision between site B and site C. As certified in the meeting
on the May 23rd, 1996 from the environmental aspects the use of site B and sile C is equally
important no pollution will take place. So the decision for one site must be taken from the
technical and economical facts of both sites.
The advantages for site B are:
e Shorter access road between Salfeet and WWTP for approx. 2 km
e Shorter connection pipe (interceptor) between Salfeet and WWTP for approx. 2 km
Saving money for the implementation because the use of site B is cheaper for around
1.000.000 NIS
The running costs for the use of site B are cheaper for approx. 25000 NIS each year, which
Salfeet residents mustn't pay for depreciation of 2 km access road and interceptor
¢ The running costs for the use of site B cheaper because the tank emptying service mustn't
drive 2 km more for each trip to the Treatment Plant which must be pald by the people of
Salfeet @
e The running costs are cheaper for site B because the resident in Salfeet mustn't pay for the
operation and maintenance of additional 2 km interceptor this means to save approx. 10.000
NIS each year
e Ail the agricultural area down from site B and down from site C can be irrigated with the treated
effluent by gravity if site B will be use.
The disadvantages for the use of site C are:
¢ Higher investment and running costs as mentioned above
e Less agricultural area which can be irrigated by gravity (only the part down from site C)
¢ Additional topographical survey for site C
e Additional topographical survey for the interceptor between site B and C Q
« Additional subsoil investigation for site C and the interceptor between site B and C
The Consultant must start with the predesign and the final design for ihe WWTP from the
beginning
« Additional design for 2 km interceptor
The implementation and the operation of the WWTP will start some months behind schedule
For this reasons the only suitable site for the implementation of the Wastewater Treatment Plant is
site B.
Any other decision is only made in according to the people of Farkha which aren't ready to sell
thelr land. There is never a technical reason to shift the WWTP to sile C. Because of this we
